Our second Community Success Story is about the Clean Energy Improvement Program, which helps homeowners improve their energy efficiency. Amy Wehlage Acting Manager with Assessment & Taxation at the City of Lethbridge shared why this program is such a success:
What is the CEIP?
The Clean Energy Improvement Program (CEIP) is a municipal financing initiative designed to make energy efficiency and renewable energy upgrades more attainable for residential property owners in Lethbridge. Administered in partnership with Alberta Municipalities, the program offers flexible financing with repayments collected through property taxes. Eligible homeowners can finance up to 100% of project costs – up to a maximum of $50,000 – with repayment terms up to 20 years, depending on the improvement’s expected life.
Why is CEIP Important?
CEIP plays a crucial role in promoting sustainable living by:
- Reducing Financial Barriers: By eliminating upfront costs, homeowners can undertake energy-efficient upgrades without immediate financial strain.
- Environmental Impact: Upgrades contribute to lower greenhouse gas emissions, aligning with broader climate change mitigation goals.
- Economic Stimulus: The program supports local contractors and businesses involved in energy retrofits, boosting the local economy.
Success of CEIP in Lethbridge
Since its launch in February 2023, CEIP has seen significant engagement:
- High Demand: Within a week of opening, all slots for the first year were filled, indicating strong community interest. To date, the City has received 240 pre-qualification applications for CEIP.
- Homeowner Impact: Early participants highlight how CEIP made energy efficiency financially achievable for families who otherwise would not have been able to afford upgrades.
- Incentives: In response to the discontinuation of the Federal Canada Green Homes Grant, Lethbridge increased the CEIP rebate from $800 to $1,350 in March 2024
How Can People Get Involved?
Homeowners interested in participating can follow these steps:
- Pre-Qualification: Submit a pre-qualification application to determine eligibility.
- Energy Assessment: Complete an EnerGuide Home Evaluation to identify potential upgrades.
- Project Application: Work with a CEIP-qualified contractor to develop a project plan and submit the application.
- Approval and Agreement: Upon approval, sign the Clean Energy Improvement Agreement outlining the terms.
- Implementation: Proceed with the upgrades, ensuring compliance with all program requirements.
